What library do you need for the Arduino to control this? Any sample code?

V+ at the terminal block is not directly connected to V+ on the rest of the board. How do I get actual power to the servos?

No the V+ of terminal block goes through a tiny transistor but since it does not turn on, you would have to mod the board to get power to servos from that terminal. Others just input to the pin near VCC labled V+

What are the peak amps for this board?

Each of the 16 outputs is limited to about 25mA. That would make the total current capability of the board no more than 400mA.
