Could we still use this device even though we don't know Japanese?

The tamagotchi itself only uses button presses and pictures of the food or games you can use it without knowing japanese. As for knowing what does what they have an English instruction sheet on their website.

Can you choose which character you take care of?

no, but you can aim for certain characters through different care methods. So far I've gotten Inosuke by doing hardly anything and neglecting feeding, and I've gotten Mitsuri by making sure she's always at fully happiness.

Does anyone know how to swap characters or how long they last? or do you have to neglect and summon a new one?

They last however long you take care of them. The character will evolve once maybe 2 times. Once 24 hours later, and then again 24 hours after that. (If you’ve met certain care requirements, it will evolve 2 times. Once 24 hours later this character looks identical to the first except for some slight differences, and then 24 hours after that it will evolve again. Some characters can only be raised if you have that perfect care character 24 hours later.) To “swap” characters you just wait until it dies or you can press the tiny reset button in the back. There’s no progress to save, so resetting won’t delete anything. It’ll just let you retry again.

When I mess around with it and press the third button, sometimes, it'll show a screen that says 癸. What does it mean?

The kanji means "mizunoto" it's the rank your demon slayer is at. Mizunoto is the lowest rank. As they evolve, different kanji will appear if they're at full happiness. Depending on the happiness level, you'll get different reactions when pressing the third button.

Original, entretenido, lindo

Llegó como en 10 días a Puebla, Mx. Es pequeñísimo, a veces cuesta trabajo apretar los botones pero es muy lindo, tipo llavero. Hay una opción para quitarle el sonido (apretando el botón A y C al mismo tiempo cuando se está en el inicio, o sea, el personaje sin hacer nada). de vez en cuando salen demonios con los que peleas (con el botón A) y también salen escenas random del ánime. Tiene tres mini juegos, creo que varía según el tamagotchi, el mío es de zenitsu y tiene el de partir la roca por la mitad, soplar para reventar los jarrones y lo de los vasos con Kanao
