Q: Can this used in resin casting molds? Is it safe to handle once set?

It doesn't seem to cure to the same hardness as casting resin, I tried this and mine is still slightly flexible once set. There are better and cheaper options for this purpose

Q: How many arrangements can I make with one kit ?

It depends on your project and how filled you want your water. For me it was only enough for one. Take the ounce size, and fill up a glass of water that measured the ounce size and put it in the vase so you can see how much you need for your individual project.

Q: Can this be used on foam

Yes, this can be used for water effects for ponds, fairy gardens and train effects using foam.

Q: Will the mixture still set if I add small pebbles to surround the flowers?

Yes it will. Put your pebbles or beads in the bottom of the vase first and then pour the mixture over it. Pour a little more mixture over the pebbles so it looks like you’ve got water. Then put your flowers or arrangement in The vase.
