Has anyone ever used a fountain pen on this papaer? And if so, does it bleed through?

I haven't, but it's pretty porous and I think it might bleed through.

Yes, I received 12 50-sheet, 5x8-inch, lined pads with cardboard backs. I keep them near my phone and my granddaughters really like them, too. Good thing they're so cheap!

Are these made of recycled paper?

I do not believe this is made from recycled paper. Most of those have the recycle symbol on them.
