You need a HAM or Part 90 license to lawfully operate this radio.

Does it do aprs receive and transmit, or just receive only? the advertisement says two different things.

The AnyTone 878 V2 Plus has both APRS receive and transmit. This is just for your GPS location and doesn't include APRS messaging or any other advanced APRS features.

Is this aswell 40 chanel cb radio?

While it is a swell radio, it is not a 40-channel CB radio. Rather, it is designed and intended for Part 90 (commercial) and Part 97 (Amateur) use and operation. For either, a license is required.

Can this be used as a mobile radio by connecting external antenna?

Yes, actually. The max power out is 6-7 Watts. We recommend a wire SMA to SO-239 antenna adapter to avoid stress on the radio antenna connector.
