John, I am not sure where they were made, but my guess would be China. I would give them a 3 out of 5 stars. They are somewhat pliable, but I use them constantly, without issue.

How many brackets does it take for one saw horse??

For one saw horse you need a couple (as seen in picture) so if you want a benchtop you need four.Each package has two brackets.

Does this come with one or two brackets?

It comes with two brackets, enough to make ONE SAW HORSE. I had to reduce the width and depth of my treated 2 x 4s to insert them into the leg brackets. Not much, just enough to be a pain.
