Would this be considered oil-based?

The first ingredient is mineral oil. FYI mineral oil is a good ingredient!!! Look it up. The bad rap is a myth! It has become my favorite. I have used so many expensive balms. It has no smell and I like the texture. My priorities are eye makeup and sunscreen removal. I wipe it off. It feels off! Its not an oil slick. It isn't like a cold creme residue. I do a very gentle 2nd cleanse or a clean warm washcloth no soap wipe but it isn't necessary.

Does the product come sealed?

Yes it comes sealed and is my best moisturizer & makeup remover. I have no wrinkles and my mom at age 95 doesn’t either. We have been using all our lives- it’s excellent for us. No harsh chemicals or fragrance. We use it daily, love it won’t do without it. We get compliments on our completion always.

Is this the stuff that everyone is using as lube? I've been looking for it everywhere

Yes, and it works great. But it's petroleum based. It can cause irritation in some people. Coconut oil works almost as well and is natural and healthy. I've never had a problem removing any makeup with this, long-lasting, waterproof, whatever.
