My son have 6 years old, what size she need...toddler?

What size will fit a smaller 7 year old 46" tall and 44 lbs. I'm afraid the small will be tight and the medium will be too big.

I think small will be just right. As you said I think medium will be too big. My daughter is 39 inches and 37 lbs and still had some room to grow in the 4-6. I think you are definitely right on the border for a medium. If you are getting this for the next Halloween you should probably just get the medium.

My granddaughter loved it. It had obviously been packaged up for quite some time though as the silver foamy bits were stuck together and transferred colour when peeled apart.
