It will allow you to adjust where the pivot point of the boom will be, toward the counterweight bag or away from it. Basically, you will need to adjust that to find the balance between the weighted item on the stud head and counterweight bag. The boom clamp also allows you to adjust the angle of the boom, with the range of almost 180 degrees, which with stand in the way, that will not be possible, the actual range of the degrees are about 0 to 160 degrees. 0 degree being point straight up toward the "sky" so to speak. The boom clamp was already attached to the boom arm, not permanently though, so if needed, it can be taken off. It does have a mounting unit that allows you to put onto the light stand. And the design of the mounting unit will allow you to put on most standard 3/8" stud heads, but it does have opening big enough for most stud heads up to about 3/4". The boom arm should be able to hold about 10 lbs or so, maybe more, under the condition that boom arm is not being extended all the way out and boom clamp is in the "middle" of the boom arm. Again, it depends on how much the arms being extended and the location of the boom clamp. You need to think the boom arm like a see-saw and the boom clamp is the pivot point of the whole boom arm. The closer it is to the counterweight bag, the less weight the front of boom arm can hold. And if you move the boom clamp toward the front, it will be able to hold a little more. But if you extend the arm all the way out, the less weight it will be able to hold. The less that boom arm being extended out, the more weight it will be able to hold.
