It is 17 in. long and about 5- 3/4 in. deep

Would it hold my 2 winter coats and a sweater?

It Should if you fasten it securely enough to the wall. I hang plenty of clothes on mine, have not hung jackets on it.

Does this shelf come with screw hole covers?

It does; but they are thin plastic peel off dots, not wood like you would expect.

Is there enough space for a alexa 4th gen on top?

The top is 5 1/2” deep by 17” long. If your Echo can fit within that space without hanging over, I would say you’re good.
