These are basically rubbing alcohol wipes. So yes. Alcohol.

Can this clean off artic mx4?

Yes it can, I used it to clean of mx4 and arctic silver 5

Why use these instead of paper towel and isopropyl alcohol? You recommend buffing with a paper towel, so it can't be to avoid fibers.

One nice thing is these are lint free, very durable (compared to say eyeglass wipes), and though it doesn’t say it I believe ESD safe as well (I think most any are though).. Paper towel will leave lint, or small pieces on the IC/cooler if it’s soaked in alcohol, and yeah you can clean that stuff off, it’s just a pain and time consuming. If you want to get a big pack of some serious wipes, they make ESD Safe Lint Free Clean Room cloths in packs of hundreds of wipes for like $30-$40. But they’re not pre moistened, which isn’t a big deal, but it’s a bit overkill for what most people need. My $0.02

These wipes seem to use a dual liquid formulation. Isopropyl alcohol and something else. The isopropyl alcohol dries quite quickly and there is a second compound that keeps the wipe wet for quite a long time. The material of the wipes is quite strong and does not spread on the sharp edges of small microchips.
