Can it be used indoors?

I wouldn't. The smell is incredibly toxic.

If 1 lb is about 2 cups why are people thinking they are ripped off?

The canister looks half full when received. I guess the granules get compacted during shipment. Most importantly, it did not work at all for me. A feral cat was sitting in it the same night that I put it down and it didn't deter him. Saw a rabbit just the other night and it didn't deter it at all.

Why did I receive a container that was half full? Why did I receive a container that wasn't even sealed?

The containers from this company are all half full. I'm not sure why but even when I purchased them from Walmart they were the same way. Sorry I couldn't be of more help.

How much do you use and how long does it last before it needs another application? Can it stand up to the rain?

I myself sprinkle it around my house alley and on top of my trash. For me it last at least a month and a half for me, It stands up in the rain.
