yes it comes with a USB cable, it gets the 48v phantom power through your USB port, 48 volts is basically 3 AA Batteries, so it's not like you need DC power

Can it write four tracks simultaneosly?

Keep in mind that this listing combines the UM2, UMC202HD, UMC204HD, UMC404HD, and UMC1820 onto a single page. So it is easy to confuse which unit you're talking about. The 404HDwill be able to send 4 discrete tracks to your DAW. The UM2 and 202HD can only do 2 tracks at a time. The 1820 can record up to 18 tracks when paired with an 8-channel ADAT preamp and a 2-channel S/PDIF preamp.

will this power a microphone that requires phantom power? sorry if this is a dumb question, im new to XLR microphones

Phantom power is 48W to Condenser Microphones, i use MXL 990 Its nice and i enjoy work with my Berhinger UM2 and my Mic MXL

Lets correct a few things. NO dynamic mics need Phantom power. And yes the power will reach the dynamic mics and generally that is OK. Also condensers that don't have batteries NEED phantom power. B123 managed a post with some serious misinformation. It is best not to send phantom to a dynamic because if the phantom is unbalanced a bit (broken cable, dirty pins etc.) you move the diaphragm of the capsule. So I wouldn't worry about it because the chance of actually doing damage is very small. The info on Ribbon mics is important to remember because Phantom will damage classic ribbon mics. I believe some of the modern ones have built in protections, but I wouldn't take a chance unless a manufacturer actually says their mic is safe on phantom power.
