It's a driver with wave guide, thus a combo. Two components combined into a single unit. If you look at the photo, you will see the three bolts attaching the horn to the driver. It's a single unit. You can also ignore the negative product review; it's pretty clear what happened (misapplication). I wish Amazon would not let any old misleading comments appear in product reviews or seller ratings, but that is how the current system is. Take those with a few buckets, not just a grain, of salt.

No, this driver is not waterproof. It is weather resistant. Tips: Don't mount the speaker with the horn pointed up like a funnel, you do want water to flow back out, and, keep in mind, if mounting outside, you also need to ensure that your electrical connections are weatherproof too.
