Is this a good GPU for 1440p and combined with i5 8600 or 7500?

It gets around the same performance as a 1070ti so you should be fine

Are 450 watts enough for this graphic card?

Depends. It just needs to have a PCIE 8pin power connector. I'm currently running both this 2060 and a 2070 from Zotac, on a 450W PSU. In my applications the system uses less than 350W. For gaming you should be fine with a 450W and a single 2060.
