Silly question but does this mount INSIDE the door (open in) or outside ? Thanks

Actually, it can go on the inside or outside or the door, but as Sharon says, looks better on the inside. I made the decision to mount it on the inside, where the sweep part (vinyl) could go under the door as it closed inward.

Can this be cut to size, my door is 32"

Yes - just use a good hacksaw and you can cut it to size. I just did the same to attach one of these to a 32" door.

Can this be mounted it on the outside

I believe it is really made to be on the inside. But as long as it does not interfere with opening and closing the door, I suppose it could go on the outside.
