Yes, but I would only use it on thicker materials. Like denim or corduroy for example.

Can I use this to summon demons on a Ouija board ?

It’s not a convenient tool to use as a planchette because it has 3 points which can point to 3 possible letters or numbers and the bottom (or side) is not so smooth to glide over a board unless it’s a super powerful demon. Why would you want to summon a demon? That’s horrible!

Can this be used on the headliner of the SUV to remove pet hair?

I would say if you headliner is more like a foam feel to it like what Nissan truck have , then no only because the headliner is really sensitive but if the headliner is more plush then I would say yes but go slow . Test a little spot. Also you could use a silicone scrubber which is flexible and soft .

In the user's manual, it says that "2pcs silicone replacement blades" and "1 ergonomic round handle" are supposed to be included, but where are they?

I think that there were two options. One was just the hair remover and there was also a kit with replacement parts. I just ordered the basic hair remover to see how it works. Once I understood how each side worked, I found it did the job very well. I believe the kit was out of stock at the time. You may want to double check your order. There is probably one manual for both alternatives.
