Would I be able to use this to connect bluetooth headphones to my home stereo system headphone jack?

I don't think so. This is a receiver device so it is used to receive a bluetooth signal (i.e. from a cell phone) and feed it (via an aux input) to a non bluetooth unit to play it (i.e. a car stereo). For what you are describing, you need a bluetooth transmitter (not receiver) that can get the signal from the stereo via the headphone jack (output) and send it to the headphones. In summary, this receiver is for BT signal from device into the stereo. You need transmitter from stereo to BT device (headphones). There are some gadgets that can handle both transmit and receive, either a) one or the other, or b) both at the same time.

Can this plug into 12v 24watt usb adapter specs. say 5v. 500 ma ?

How to turn off the incessant flashing blue light?

I believe there is no way to shut off the light. The best way to cover it though is to cut a nice, strong piece of duct tape, or black electrical tape. Another way, if you NEVER want to see the light again, is to just sharpie right over it, no tape needed, looks clean and solves the problem :)
