Can this be applied to suede?

Can I wear my shirt immediately after transfer?

No. Please put the t shirt in a dry place and let it sit and absorb the ink for 8 hours after transfer.

How firm is the adhesive's back sheet to the vinyl? When cutting very small text I found most of printable vinyls are coming off and dragging letters.

Yes, that's how it is when you're picking smaller text because you have less adhesion the smaller the cuts.

Can I use a dryer? And the temp setting?

Natural drying is recommended. If you want to use a dryer, please set to low temperature drying.
