Does it matter which way you spin this? It seems to have much more resistance in one direction than the other.

I insert mine and twist it back and forth, but it seems to do better if you twist it clock wise while its in the pipe end for de-burring. The directions say to twist it back and forth. It seems to work pretty well over all.

Will this work for deburring hvac pipes?

Will it deburr the inner and outer diameters?

Yes, it does. there are two sides to the tool, one side has the scraping knives pointed out and one side pointed in.
