Will this function as a regular display device for a PC running Windows 10?

No. More specifically, it's an SPI display designed to plug into a RaspberryPi. You could probably build a cable or PCB to hook it up to a Windows PC, but to be useful you'd need to write your own drivers and have experience with hardware development. It's not designed to be a standard display. If you really want it as a display, I'd suggest using it with a RPi and a remote desktop client over wifi or ethernet. That'll work, but it'll likely be a frustrating experience as desktop Windows really isn't meant for a 320x240 resolution display.
