Can this be mounted on a concrete block wall (washroom building in our campground is constructed of this)

My husband mounted this on a concrete washroom wall. I'm afraid that he's not available, so I don't have specifics, but I know that it has worked successfully since installed 6 months ago.

How much does this unit hold when properly installed?

One of our custodians says it will hold no more than 50 lbs.
