why was this mascara dried up and clotted upon receipt

Mine wasn't dried up or clotted when I bought it. Maybe you got a bad tube. If you add a few eye drops and swirl the brush around this should help with the dryness! Avoid eye drops that are for redness though. Hope this helps!

Does this smudge? I must have oily skin because almost all mascaras smudge under my eyes, even waterproof ones.

I guess a little bit. I was using Chanel mascara and that smudges really bad. I like Maybelline the best of all the mascaras I’ve used.

Yes, it washes off with some facial cleansers. You have to be sure not to buy the water proof kind. But there are better mascaras than this one.... try one of the washable cover girl options

wasted money

I really didn’t like it. Either the mascara itself was bad, or it was dried out, but it barely coated my lashes and made them clumpy. I ended up throwing it away—wasted money.
