How do you connect the strap to the red buckle with the velcro fabric?

It is all connected and when you clip it on, under your chin the strap is adjustable. I'm really pleased with this helmet. There is an adjuster at the back of the hat which you can loosen/tighten around the head as well.

Would this cheap £12 helmet actually protect my head?

Yeah. I got t- boned by a car. Hit my head pretty hard and came out fine, just a mild headache
