What's the maximum height of the arc? I just measure my apartment floor to ceiling and it is a shade less than 8 feet.

It's around 7 feet. You can adjust the size. Enough for a 8 feet ceiling

What is the straight line distance between the base and light? How far does is arch into the room?

A unfortunately, I am not at home to measure! But it is roughly less than 7 feet at the apex. (Your ceilings are 8 feet standard). And, I have my lamp "hovering" between two chairs and -I will guess it is roughly 20-24 inches in. The base is a marble like slab and VERY heavy, and so the lamp stays in place. It is an excellent reading light. Buy the recommended chromium faced light bulb for the filtered light! There is an interesting light pattern on the ceiling from the holes in the "Globe like Shade". I like the lamp.

how well would this lamp sit on a carpet? No tipping over?

Just fine! Mine is resting on a carpet right now. You just have to be cautious when you extend the neck all the way out. The base is made out of a serious slab if solid marble and is pretty heavy!
