The 24v winsinn fans are rated for 1.9w; just make sure the CFM (cubic feet/min of airflow) is sufficient for your purpose. Generally speaking most 24v 4010 fans are interchangeable in most devices. I've only used them in 3d printers so I can't speak to your specific use case.

Does air flow an wire exit fan on the same side?

Is everybody else getting wire lengths that are half the length as advertised? Bit ridiculous, the 12 inch wire advertised is 5 inches long

No they weren’t 5 inches not quite 12 but definitely not 5 inches ordered 2 packs and just as advertised

Would these fit ender 3 S1 Plus? And would they be quieter than stock?

In not sure if they would fit a S1 but i have a briss fang with this fan and the 4020 and they are way louder than stock but also move a lot more air. If you get a 24 volt fan then you can still control the fan speed through the printer.
