Does the seat insert specifically say it's okay to put in the washing machine?

No, seat does not go in washing machine it is vinyl. Tray can goes in dishwasher.

Can you remove the fabric to put it in the washer?

No. Washer broke mine at the top of chair pad. The top wipes easily clean. But the bottom of the chair pad absorbs barf, milk, liquid and it impossible to totally get that smell out. It leaks through because of the saftey harness opening in the chair.

I bought this high chair for my six month old. Can I use it with the tray attached with my 6month old

I did.. it all depends on how wobbly, and how tall your 6month old is I guess.. he/she will prolly sit lower inside.. make sure you use to the straps to help keep he/she stable and secure.
