Is this meant to be a substitute for cleansing?

It isn't a substitute for cleaning, it IS for cleaning. Each pad is already moistened, and has cleansing abilities. Wet your face, and start scrubbing. One side is soft, for the tissue beneath the eyes, and the other side of the pad is somewhat textured for cleansing the rest of your face. Rinse well, and apply your favorite moisturizer. May I suggest ROC Multi Correction 5 in 1 Eye Cream for the eye area, and Roc Retinol Correxion Max Daily Hydration Crème.

What ingredients are there in the cream?

You can get the ingredients for all the products from the website, www.roc.com. I copied and pasted them for you: Water, Cocamidopropyl Betaine, Glycerin, Decyl Glucoside, PPG-2 Hydroxyethyl Cocamide, PEG-16 Soy Sterol, Polysorbate 20, Phenoxyethanol, Disodium Lauroamphodiacetate, Butylene Glycol, Sodium Coco PG-Dimonium Chloride Phosphate, Tetrasodium EDTA, Sodium Citrate, Fragrance, Citric Acid, Methylparaben, Propylparaben, Ethylparaben, PEG-14M, Glycine Soja (Soybean) Protein.

Can these be used before applying the resurfacing 2-step system also from roc? or should this be used the next morning before moisturizer?

It is to exfoliating and remove dirth yes it is to b use before moisturiser

Are these disks used with a scrubbing machine like the Neutrogena microdermabrasion system?

They are a cleansing pad one side rough the other smooth for washing face & neck of you want. I can't find the Olay ones I loved these are good replacement. I also use aveeno pads, but this has rougher side I like it better. Your skin is smooth & soft & clean ready to put moisturizers on after you have cleansed.
