Installed this track bar and adjusted it all the way and my steering wheel is still off, how can i fix that??

Track bar centers the axle under the vehicle, it does not center the steering wheel. Centering the steering wheel requires a different adjustment on a different part usually requiring an alignment rack and a qualified tech

I would probably recommend it at 3'' of lift. Mileage on vehicle? The added weight and increased tire size will add to the demise of the factory unit
