Q: could i make this 30 feet if i wanted? would there be a signal loss?

I would add a decoupling capacitor (any old ceramic cap) near the source to prevent noise from causing the signal to randomly bounce. (Some boards may have this built-in, so YMMV.)

Q: I've wired it to some leds and a battery. when i press the button on this product to turn the lights on, they don't stay on. why?

This is a momentary switch. That means that it only closes the circuit when you press it down and then open the circuit once you stop pressing it. You'll want a latching switch for your purpose.

Q: Works on Dell Optiplex 790?

It will work on any computers as long as it's not too outdated and I am not sure about it fitting onto the case. But you could just leave it hanging out of the case.
