Can I use this kit with a pole designed to be installed directly into the ground?

If you can weld a plate to the bottom of that pole you can make your own base kit for 20$

How far do the bolts stick up from the concrete?

I would say no more than two and a half inches. You are served better by having too much to work with than to few.
