Q: Is it meant to be cooler at the edges than the main body of the hot plate ?

I wouldn't have thought so. Ours is hot all over and it is excellent. Beware plastic containers as they can stick a bit.

Q: How does it rotate? The instructions that came with it says it does.

It does not rotate. The instruction sheet is wrong - we confirmed this with the marketing company.
