The packaging was not great--my first delivery came unsealed. The 3.6L plastic jug does not come filled, but both jugs were filled to the same level so this may be the way it comes from the factory. Be sure to use gloves with this chemical--it is quite strong. You would not want to touch this liquid with your bare hands.
