is it possible if i am ordering 90 pairs to customize the split between the 3 sizes rather than splitting them equally between the sizes?

Yes friend. It come with individual pouches. Different size use different color pouches.

Is each pair packaged in individual little bags?

Yes - they did. The neat thing was that there were different sizes so you had to look at how thin or thick the stem of you and your guests pump/stiletto was. The women were super thankful that their heels were not ruined at my wedding (beach wedding @ The Kahala) which there was grass and sand. No one sank 😊
