So many reviews comment that they were used for cake toppers. I am looking for play figures for a 2 yr old. Has anyone used them this way?

They actually are toys. I used them for cake and then my nephew kept them to play with. They are very cute.

Would these be a good size for cake toppers?

Yes these are a good size for cake toppers. Our cake was small 8” sq. we put Rupenzal in the center of the cake and placed the figurines around the base . A 13 x 9 rectangular would be perfect if you wanted to use all the figures. These are very nice figurines you will be pleased with them.

Can Flynn Rider be put on the horse to ride? Or are all the figures glued to their stands?

The figures are fixed to their stands. You cannot remove them (unless you cut them off, but they probably won't stand properly).
