Is this considered a broad nib?

No, it's not a broad nib. It's a stub nib, which produces a small but noticible variation in line thickness between thick and thin strokes. It took a little practice to get used to, but I use it for general writing, as I would a medium nib.

Does this pen come with the 91414 1.0mm stub nib that is a flat tip and not rounded ?

The stub nib is a softly squared off nib. Basically vertical lines are much wider than horizontal lines. I believe the part number for the 1 mm Pilot stub nib is 91414.

Is there any plastic on the pen?

The pen seems to be made of ceramic type material with all the silver shown being metal. The ink bladder is rubber. Under the nib could be plastic, but is not easy to tell.

Does this pen come with a converter?

It does not come with a converter. It is proper for cartridges or for filling from an ink bottle. I have two of the pens: 0.7 mm, and 1 mm. I love the medium nib!
