What is the fit size for small?

My daughter is 1, 6th grade she is in the 50 percentile height and weight so she's a little short, about 53 inches and I ordered the Medium. She loves the costume, but its too short, I actually had to order red metallic stretch leggings also from Amazon so she could wear the costume. With that said she still likes it very much.
