I've lost the information on dilution info. For a Rose cutting, what is the amount of solution to water?

For hardwoods, add water to the 5X dilution line.For semi-hardwoods, add water to the 10X dilution line.For softwoods or succulents, add water to the 20Xdilution line.

Can this be used if you are rooting in water instead of soil?

I never did it that way but I am thinking maybe you can because the stem is in the water with the solution

You don’t need rooting powder or gel for jade plants. They literally grow like weeds - rooting themselves with virtually no attention or work! However, I use rooting hormone for almost anything else, from cacti to succulents. Interesting example of jades rooting... I was taking my lemon tree out to deck for summer & noticed 4 jade plants rooted in lemon tree pot! I had no clue they even fell off mother plant - but they did & rooted beautifully by themselves! It was encouraging to find the the instructions for this product comprehensive and easy to follow. The product is also easy to use. I am an absolute novice regarding gardening and I have never had much success taking cuttings. However, at the time of writing this review it looks as though my Hydrangea cuttings are rooting. I am hoping this Hormone Rooting Solution will be the only one I will ever use.
