Is this food colouring oil based?

Yes it is, the colouring contains glycerin which is oil extracted from plants and mainly used for moisturising creams and cosmetic industry. I bought the colouring for fishing baits and works perfect, I've even seen people use another brand to paint pictures with it. Hope that helps.

Do they have any numbers in?

I presume you mean E numbers? According to the back of the pack they contain E100, E120, E132, E133, E141 and E161g. Hope that helps

How liquid are these colours? Like water or thicker?

They are liquid, not like water but not thick like gel, in my opinion.
