Q: How long is the raincoat? Does the neck elasticized?

Depends on the size. The nick isn't, the hood is.

Q: What is the back length ?

With the hood it's 18-inches without the hood it measures 14-inches long. I have a miniature Daschund and I ordered a small. It fit almost perfect, the legs/arms of course were too long for him. But I was able to roll them up and the coat fits great.

Q: I have a small dog that is about 9 lbs and about 14 in (chest girth). Would the xs be a good size to try?

I would be cautious..I have a Yorkie that is 8.5 pounds and his measurements match up with XS. However, he always gets one front leg popping out if the jacket on the inside. After fixing his leg a few times so he could go outside after a few steps, I took it off. It was a waste of money for him. It was too big.
