This is our Lower Soft Doors, so you get a driver lower door and a passenger lower door, so 2 doors.

Q: Can I install these doors and new side mirrors? Most mirror sets seem to utilize the door hinges, and this product appears to do the same.

You’ll need mirrors that use the window hinge screws.

Q: do these half doors include door handle/latches? or do I purchase those separate

They do include door handles and latches, so nothing else has to be purchased.

Q: do the top halves fit these

No they do not. If you want the uppers, you have to buy the ones that come together as a set... Or look at the Element Halfdoors that you can piece together.
