Does anyone know where to get the instructions

There's no instructions. Simply insert the batteries into the charger with the positive (+) side up, then connect the charger to wall outlet. The charger light will turn red when charging then once the batteries are fully charged the light will turn green. Hope this helps.

Does this use usb to charge? or wall plug?

No USB. Only wall charge and it comes with international plug too
