If it came with the wheels already on it.
I don't like trying to get wheels on. It comes with the water wheels and a screw driver. The instructions says to use your tools. It does not say what tools. I have not used it yet.

Wheels don't role correctly as they should and one just came out and damaged the whole bottom.
