Unfortunately no they don't. Only two front pockets. But if it helps they are deep-pockets.

If I wear a 38”, what size should I get?

I wear a size 32. Medium fits a bit loose and Small fits snug. So if you want them for the gym, say, I would try a L. For comfort alone, I'd say XL.

I'd go with a large, they have a string. Medium would probably work too but I'd go with Large because I would think it would be better to be a little big than too small.
