Has anyone flown recently on american airlines and used this as a carry on? when i measured it the width is larger than 9", even the tag states 11"

I fly with it constantly both domestic and internationally and it is fine. It is 9 and not 11. Packaging for shipping might be 11 or it could be 11" expanded.

what is the exact size from handle to wheel? and the deepest depth when it is not expanded?
