The chassis depth including the rear thumb screws that protrude (without handles) is around 16". The chassis depth from the handles to the rear is 16.94"

Can the pcie mounts on this case handle a full io bracket, such as what is found on an nvidia 1080 ti?

No, it only takes the short, half sized brackets.
