It is of course made for a small dog and even though it fit him it just didnt look right on him where his arms go, as the vest is made for a dog. Don't buy this if you have a cat to big for any cat harnesses but the smallest size for dog harnesses. Well, having to put it, first, over her head, and then having to slide her legs into the step-in areas... to me is not easy. Not with a squirmy puppy who likes to bite everything in front of her. 😅 The harness is a good size and it's cute, for sure, but there are 2 layers of fabric: the mesh, and the cotton cover. Not so great for hot days. So I'm giving only 3 stars -- because it is not easy to put on.
