Is this item a “pouch” I could insert it in & securely close?** A: In short answer, no. You need a metal hoop of some sort in order to attact the pouch to the collar. Since those tiny engraved tag hoops arent very sturdy to begin with, I take keychain rings, which are a lot sturdier and place all my tags on there and then attach them to the pouch.
