Is the opening in the middle wide enough for a plastic barrel to clean out the motor?

Yes if you use a smaller barrel or a rectangular shaped one like a kitchen garbage can or a plastic rubbermaid totes container or better yet just use motor flush "ear muffs" and a garden hose.

What is the over all width of cart?

The cart is 21 inches at its widest. This is measured at the larger wheels. The distance between the handles is about 16.5 inches and the area where the boat motor attaches is 14 inches wide

What exactly is the “synthetic wood”? Is it plastic?

Plastic looking wood like decking material. The wheels are not good they get flat spots while in storage then they don’t roll well.
