Q: How do you remove the black cap that comes on the top of the gas lift pole?

I had to use a sharp knife and cut to make a split to make it easier to remove. Of course if you don't the seat mechanism won't work. In transit this is to prevent the seat post from activating.

Q: Can the wheels be locked?

No they can't, there isn't any attachments on the wheels

Q: I can pull the chair high but can’t push it low it’s stuck

Hi, I assume that your sitting on the chair when you try to lower it? If this is the case then the chair is faulty. I've just tried my chair and you definitely have to be seated. I tried it by standing over it and pushing down whilst operating the lever/paddle arm, it didn't budge! Yes, you definitely have to be seated. Hope this helps👍
